7月5日、NATO加盟国は、長らく中立を保ってきたフィンランドとスウェーデンの加盟に向けた「加盟議定書」に署名した。NATOは6月29日には新しい「戦略概念」を承認し、中国に初めて言及すると、「中国の野心と強圧的政策は、我々の利益、安全及び価値に対する挑戦だ」と認定。欧州と米国は対中国でも共同歩調を取る事になった。更に日韓豪ニュージーランドも「AP'4」としてこれに参加。日本は「政冷経熱」を容認し、中国の軍拡を許しできたが、ウクライナ対ロシアの内戦の如き戦争をきっかけに、民主主義陣営対専制主義陣営の対立が尖鋭化してきた。
ところで、6月30日の英フィナンシャル・タイムズは、中国の一部の若者は就職希望先が情報機関のフロント企業であるとは知らずに、中国政府のスパイ活動に加担させられる恐れがあると報じている。
同紙は、海南仙盾科技開発有限公司の英語翻訳業務の求人募集に応募していた公立大学の卒業生140人に取材。この会社は中国政府を背景に持つハッカー集団「APT40」のフロント企業であり、中国国家安全省「MSS」の指示の下、欧米や中東の政府機関などにハッキングを行っている。昨年7月19日には米国の司法省が、米国を含む各国に対してサイバー攻撃を繰り返して各国の企業・政府機関・学術機関の機密情報を盗んだとして、MSSの傘下の海南省国家安全庁（HSSD）の工作員ら4人を起訴している。
取材によると、採用担当者は応募者の1人に対し、翻訳実務ではなく、米国防総省や米航空宇宙局（NASA）と技術提携をしているジョンズ・ホプキンス大学応用物理研究所（APL）の理事会の役員構成や建物内部の構造、提携先との研究契約などについて探るよう求め、また、別の応募者には、技術系資料の翻訳能力をテストするとして、米連邦高速道路局（FHWA）のインフラ研究開発の資料を渡して翻訳するよう求めている。
日本においても似たようなケースが報じられている。7月4日の共同通信によると、警視庁公安部は昨年12月、人民解放軍のサイバー攻撃部隊「６１４１９部隊」による日本へのサイバー攻撃に関与した疑いで、中国籍の元留学生の逮捕状を取った。彼が軍人の妻の依頼でレンタルしたサーバーが、2016年に発生したJAXAなど日本国内約200機関の機密情報を狙ったサイバー攻撃で使われたのである。
2017年6月に施行された中国の国家情報法は、自国民さらには企業でさえ、国家機関の情報活動に協力することを義務付けている。国際ツーリズムの再開も特にMICEは注意を払う必要がある。
なお、No.172の【数字は語る】に根拠を書いたが、チャイニーズ・インバウンドの爆買いやカジノ付きIRへの甘い期待は捨てるのが賢明だ。2020年1月のマスク爆買いが記憶に新しいが、基本的に中国は過度の人民元流出を警戒している。人類の進歩と調和の為には文化観光の推進しかない。

Because there is a scarcity value to the Japanese culture and language.

The largest international tourism revenue is the United States. it is about 10 trillion JPY / year. about 5 trillion JPY / year, It is Spain, France, and China. Japan is approximately one fifth of the United States. Why are not required Safeguard？

次のデータは、UNWTO/APTECが抜粋した28か国プラス日本です。出典は昨年春に発行された"世界観光統計資料集2012 海外主要国目的地別アウトバウンド旅行者数"です。私はそれをグラフ化しました。

しかし世界に向けたその情報は、誰も発信しませんでした。

7月26日、国連世界観光機関の駐日事務所を訪ねた。新たに赴任した副代表と、刷新された新メンバーへのご挨拶が目的である。同行者は松阪歴史文化舎副理事長と三重ふるさと新聞社長だ。コロナ禍以前は２・３ヶ月に一度ぐらいの割で訪問していたのだが、長引くパンデミックの影響で、インバウンドと共に疎遠となっていた。実に二年ぶりの訪問である。
とはいえ、前日7月25日のニュースによると、三重では新たに1660人の新型コロナ感染が発表され（重症者はゼロなのに、病床使用率は42.6％）、また、奈良においても2134人の感染が発表されている（重症者は10人で、病床使用率は43％）。したがって、行程と参加者は接触者の追跡が容易な必要最小限のものとなった。コロナウイルス感染は、日本においては健康被害よりも社会生活に被害をもたらすからだ。ウイルスが弱毒化しても、厳格な指定感染症法に愚直に縛られたままだからである。
奈良公園では子連れの鹿は目立つものの、観光客の姿はまばらだった。外国人グループもゼロだ。路駐の観光バスもなく、商店街も空いているようだった。国連世界観光機関/APTECや奈良市観光協会がオフィスを構えるシルキア奈良も、火曜日だからか静かである。
国連世界観光機関のオフィスでは、副代表を含む四人の新メンバーと旧知の国際部プロジェクトコーディネーターとお会いした。私は、自作の2021年の年次グラフで国際収支の分析を紹介し、国際ツーリズムも貿易であるという国際的コモンセンスについて一時間ほど話した。21世紀の外貨獲得産業は国際ツーリズムだからである。
松阪歴史文化舎は、近代日本のルーツとして、豪商を育んだ松阪の位置付けを話した。三重ふるさと新聞は、高田本山専修寺と津城の活用を紹介した。奈良と三重は、紀伊半島歴代文化観光圏として外国人に訴求できるポテンシャルを有しているが、隣接県なのに所属する経済圏が異なる為、メインメディアによる情報疎通が少ないからである。
国連世界観光機関からは、12月に開催予定である「ガストロノミー・ツーリズム」の国際シンポジウムへのお誘いと、休刊中の「インターナショナル・ツーリズム・ハイライト2021」が、「2022」との合併号としてリリースされるとの情報を得た。ツーリズム・ハイライトは、世界のツーリズム情勢を数字で知る貴重な道しるべである。これにより、2018年-2019年の我が国の国際観光収入が、中国を抜いて極東エリアで最も高かったことが分かる。
