【2024年2月の国際収支】Balance of Payments for February 2024
4月8日、財務省は今年2月の国際収支を発表した。経常収支は2兆6442億円の黒字である。貿易収支は2809億円の赤字。旅行収支は受取5977億円と支払1579億円で1806億円の黒字である。JNTOによると、この月の訪日外客数は278万8000人で、出国日本人数は97万8900人だ。したがって、単価はインバウンドが21万4383円、アウトバウンドは16万1303円となる。
航空旅客は赤字で169億円、海上旅客も赤字の4億円。また、その他サービスも4020億円の赤字となり、サービス収支全体では556億円の赤字だ。2023年の末でデジタル関連収支の赤字は約5.5兆円となっているが、これは旅行収支の約3.5兆円を食いつぶすことになっている。

Air passengers is a deficit of 16.9 billion JPY, and also Sea passengers is a deficit of 400 million JPY. In addition, Other services had a deficit of 402 billion JPY, and the overall service balance was a deficit of 55.6 billion JPY. The deficit in the digital-related balance by the end of 2023 is expected to be approximately 5.5 trillion JPY. this is eat into the travel balance of approximately 3.5 trillion JPY.

伊勢神宮の第63回式年遷宮が2025年から33年にかけて行われることが正式に決まった。これは20年に一度の歴史ある儀式であり、今後8年間にわたり以下の神事が予定されている。
ただ、前回の遷宮の費用は558億円だったが、人件費や建築資材の価格水準はその後も上昇しており、費用を懸念する声が上がっている。神宮は9日の記者会見で、今回の費用について「引き続き試算中」とし、具体的な金額は明らかにしていない。
ちなみに、前回558億円の内訳は、初穂料（天照大御神のお札）等による自己資金が330億、寄付が220億、皇室からの御内帑金が8億(非公表＝推定)との事である。今回のプロジェクトは1000億近くになるかもしれない。

【プロジェクト2025】PROJECT 2025
プロジェクト2025（正式には大統領移行プロジェクト）は、2024年秋の米大統領選挙で共和党が勝利した場合、米連邦政府の行政部門をかつてない規模で再編成するための政策提案集である。2022年に設立されたこのプロジェクトは、共和党が「ディープ・ステート（深層国家）」の一部とみなす既存の連邦公務員に代わり、次期共和党大統領の目的を推進するため、数万人の保守派をワシントンD.C.にリクルートすることを目指している。特定の大統領候補を宣伝することはできないが、多くの献金者はドナルド・トランプやトランプ2024大統領選挙キャンペーンと密接な関係があり、ユニタリー・エグゼクティブ理論（合衆国大統領が行政府に対して絶対的な権力を持つとする法理論）の最大主義的なバージョンのもと、大統領就任と同時に行政府の迅速な再編成を行うものである。
計画の策定は、アメリカの保守系シンクタンクであるヘリテージ財団が主導し、チャーリー・カーク率いるターニングポイントUSA、マーク・メドウズ元トランプ首席補佐官をシニアパートナーとする保守パートナーシップ研究所、ラッセル・ヴォート元トランプ大統領任命管理予算局長官率いるアメリカ再生センター、スティーブン・ミラー元トランプ上級顧問率いるアメリカ・ファースト・リーガルなど、100を超えるパートナーと協力している。
プロジェクト2025は、特に経済・社会政策と連邦政府および連邦機関の役割に関して、政府全体にわたる広範な変化を想定している。同計画は、司法省（DOJ）の資金削減、FBIと国土安全保障省の解体、化石燃料生産を優遇する環境・気候変動規制の撤廃、教育省と商務省の廃止を提案している。
現況によればトランプ大統領の再登場はほぼ確実だ。スターウォーズ・エピソード6のように、タイトルを変えて「復讐」から「帰還」に変わるかどうかは定かではない。が、ひとつ期待できるとすれば、それは化石燃料の優遇生産政策にある。これは中東依存度の高いLPG価格に、少なからず影響を及ぼす可能性が高い。また、政権交代によって、当面は過度な円安も緩和されるはずである。ドル高が米国のエネルギー輸出政策に悪影響を及ぼすからだ。
なお、ドナルド•トランプのアジェンダ47の主な内容は以下の通りである。
まず通商政策については、「普遍的基本関税」の導入。「相互貿易法」の創設。中国への依存を完全に排除（中国の最恵国待遇の撤廃、電子機器から鉄鋼、医薬品に至るまで、あらゆる重要品目の中国からの輸入を段階的に廃止、米国企業の対中投資阻止）、など。
産業政策については、自動車産業の救済。パリ協定からの再離脱。低コストのエネルギーと電力の提供。自動車の排ガス規制の撤廃。石油などの生産者への減税、など。
外交政策については、米国第一の外交政策の復活。ウクライナ紛争の停止。ウクライナ向け備蓄品費用の欧州への払い戻し請求、など。
インフラ政策については、生活水準を飛躍的に向上させる自由都市の建設。ステート間高速道路システム以来の交通大革命。住宅建設費と新車購入費の引き下げ。若い親向けの子育て支援金、など。
そして、行革については、大統領が予算執行を停止できる「没収権」の復活。連邦政府の無駄な支出を削減して米国民に減税で還元する。ディープ・ステートを打倒する、など。
また、大統領権限で不法移民やその子供への市民権の付与を廃止。不法移民への生活保護を廃止。警察官の雇用、維持、訓練への積極投資。麻薬中毒の危機を根絶する計画を発表、などである。
What Project 2025 (officially the Presidential Transition Project) is a collection of policy proposals to reshape the executive branch of the U.S. federal government at an unprecedented scale in the event of a Republican victory in the Fall 2024 U.S. presidential election. The development of the plan is led by the The Heritage Foundation, an American conservative think tank, in collaboration with over 100 partners including Turning Point USA, led by Charlie Kirk; the Conservative Partnership Institute including former Trump Chief of Staff Mark Meadows as senior partner; the Center for Renewing America, led by former Trump-appointee Office of Management and Budget Director Russell Vought; and America First Legal, led by former Trump Senior Advisor Stephen Miller. In addition, with the change of government, the excessive depreciation of the yen will likely be halted for a while.
Project 2025 envisions widespread changes across the entire government, particularly with regard to economic and social policy and the role of the federal government and federal agencies. Regarding foreign policy, the revival of an America First foreign policy. Ending the Ukrainian conflict. Requesting reimbursement from Europe for the cost of stockpiling supplies for Ukraine, etc.
Regarding infrastructure policy, the construction of free cities that will dramatically improve the standard of living. The biggest transportation revolution since the Interstate Highway System. Lowering the cost of building homes and purchasing new cars. Childcare subsidies for young parents, etc.
And, regarding administrative reform, the revival of the "confiscation power," which allows the president to suspend budget execution. Cut wasteful federal government spending and give the money back to the American people through tax cuts. Defeat the deep state, etc.
In addition, he will use his presidential powers to abolish citizenship for illegal immigrants and their children. He will abolish welfare benefits for illegal immigrants. He will actively invest in hiring, retaining, and training police officers. He will announce a plan to eradicate the drug addiction crisis, etc.
