10月5日は英国では『ジェームズ・ボンドの日』だそうである。シリーズ第1作『007 ドクター・ノオ』の英国初公開が1962年の10月5日だからだ。
そのボンド映画第26作が、英国のプロダクション・ウィークリー誌最新号（#1368）に「ボンド26」として掲載された。この週刊誌には英国国内のすべてのプロダクションがリストされており、業界で働く人にとっては、どの映画やテレビ番組がどの会社、プロデューサー、監督によって制作されているかや、関連する連絡先の情報を知るためのガイドとなっている。これに載ったという事は、まもなくロケハンが始まり、世界中のフィルムコミッションが誘致に走るに違いない。10月3日のNHKニュースによると、映画「007は二度死ぬ」のロケ地となった南さつま市は、秋目や鹿児島市のロケ地を空から巡るツアーを企画、来月から催行し、フランスの出版社アスリーヌは「ジェームズ・ボンド・デスティネーションズ」を出版。ボンド映画は長期的なシティ・プロモーションに最適なのである。
この世界的人気シリーズの撮影誘致を願う自治体は世界中にある。直島もかつてはその一つだった。角川書店の『ジェームズ・ボンドは来ない』は、当時、香川県直島町でおきた映画誘致活動の顛末を記録したノンフィクション小説である。
ことの発端は、2002年に出版されたレイモンド・ベンソンの『007/赤い刺青の男』だ。そのプロットは、三重県（鳥羽・伊勢・松阪・伊賀）を舞台としたイアン・フレミングの『007号は二度死ぬ』の続編として、香川県直島のベネッセの施設で開催されるG8サミットのために、ボンドが再び日本を訪れるという運びで、その背景には香川県が岡山県と共に2008年のサミットを『瀬戸内サミット』として誘致活動していた事にある（結局、この年の第34回主要首脳会議は、ロシアも加えたG8北海道-洞爺湖サミットになった）。
はなしは、2001年にベンソンが取材で直島に三泊した事から始まる。町をあげた映画誘致の夢は、2002年にこの小説が出版されやいなや県のフイルム・コミッションや観光協会から直島町の役場を経て、2003年には直島町議会の決議を得、島中に広がった。
しかも、ソニー・ピクチャーズ・エンタテインメントの役員を名乗る男が直島の観光協会を訪れ話を煽ると、2004年には県議会も重い腰を上げて『署名エージェント』を募って5万もの署名を集め、誘致活動の一環として『香川のボンドガール』コンテストを開催。更に、県庁の総務部知事公室国際課の英国人青年職員を香川のジェームズ・ボンドとして担ぎ出し、観光紹介の為の短編映画『直島より愛をこめて』まで製作した。
極めつけは、2005年に木造平屋建ての縫製工場を改装した『007赤い刺青の男記念館』をオープン(2018年2月閉館)し、2006年に副知事と県議会議長が8万3000人もの署名を携え米国に渡り、ソニー・ピクチャーズ・スタジオを訪問、二人の副社長に会うに至ったことである。
だが、そこで発覚したのは、直島に現れたソニー・ピクチャーズの役員が実は偽物で、直島なんて先方にとっては初耳だった事である。そればかりか、直島では運営資金217万円も騙し取られていたのだ。
結果、責任の擦り付けあいが始まり、ソニーの版権管理会社も『記念館』の更新差し止めに走って、事態は奈落の底へと一直線の顛末を迎える。
読了から浮かび上がる問題点は、先ず製作会社と配給会社の力関係に対する理解不足が挙げられる。また、映画の商標を管理するダンジャック・プロを知らず、製作会社のイオン・プロがイアン・フレミング以外の小説の映画は作っていないことも知らなかった。『007/赤い刺青の男』は、あくまでもイアン・フレミング財団の許可を得た公式小説に過ぎない。小説と映画は別物なのである（とはいえ『ノー・タイム・トゥ・ダイ』の悪役のアジトは『赤い刺青の男』と同じく北方領土にあり、ウイルステロを扱った点も同じだ）。
それでも私はこの先人の奮闘に敬意を表したい。何もしないよりは、何かが残るからだ。たとえば、寄贈されたダニエル・クレイグのサイン入りポスターがそうである。これはソニー・ピクチャーズ・エンタテインメントの元CEOハワード・ストリンガーが在任中に博物館に郵送したものだが、その結果として、商標管理のために訪日していたエージェントが告発を放棄することに貢献した。あくまでも博物館は小説の記念館であるべきなのだが、ここは配給会社のCEOが認めた施設だとしてである。
しかも、今や直島は『アートの聖地』として世界的にも有名になった。移住者が増加した上、インバウンドも増えた。先月9月9日のRSK山陽放送によると、地価も上がって、島の空き家バンクには空き家がない状態になったということだ。結果オーライなのである。

10月10日、財務省は今年8月の国際収支を発表した。経常収支は2兆2797億円の黒字である。
貿易収支は7495億円の赤字。旅行収支は受取4192億円と支払1609億円で2582億円の黒字だ。この月の訪日外客数と出国日本人数は、前者が215万6900人、後者が120万1200人。夏休みなのでアウトバウンドが若干増えた。単価はインバウンドが19万4353円、アウトバウンドが13万3949円である。
航空旅客は赤字の97億円で、海上旅客も赤字の16億円。また、その他サービスも5229億円の赤字で、サービス収支全体では3029億円の赤字だ。年々増加するデジタル赤字が原因のようである。

日本は2019年4月に外国人労働者を受け入れる在留資格「特定技能」を創設した。これには一定の専門性や技術を持つ"1号"と、熟練技能を要する"2号"がある。"1号"は12分野を対象に技能水準や日本語能力を試験で確認、在留期間は5年が上限となっている。発展途上国の技術移転、人材育成を目的とする「技能実習生」からの移行も可能だ。
特定技能"1号"の対象職種は、建築、造船・舶用工業、ビルクリーニング、素形材・産業機械・電気電子情報関連製造業、自動車整備、航空、宿泊、農業、漁業、飲食料品製造業、外食業、介護。"2号"は家族の帯同が認められ、条件を満たせば永住が可能となる。
日本は今年6月、熟練外国人労働者として永住可能な在留資格である特定技能"2号"の対象を11分野に拡大する方針を閣議決定した。高度技能外国人が滞在できるよう受け入れ要件を緩和する必要があるためだ。通算５年を上限として就労できる"1号"の在留期間が来年４月から段階的に失効するからである。
これまで"2号"への移行には日本人向けの技能検定1級の取得が必要で、受験資格に一定の実務経験が求められることがハードルとなっていた。このため政府は新たに全分野で、"2号"の資格取得のための試験作成を進めている。技能検定1級と同等レベルを想定し、既に学習用テキストを公開している分野もある。試験は今秋以降に始まる予定だ。
