　国際ツーリズム支出による人民元流出を懸念した中国政府は、段階的に支出額に制限をかけてきたが、それでも2019年の国際ツーリズムの収支については、先ごろ送られてきた国連世界観光機関の最新データによると、35,883million(358億)米ドルの収入に対し、255bbillion(2550億)米ドルもの支出となっていた。その差2192億米ドルは、2019年の年間平均レート109円換算で、実に23兆8928億万円ものマイナスである。
　だが、このような巨額な人民元の流出は、コロナ禍の2020年にはなかった。中国国家統計局によると、2020年の国内総生産(GDP速報値)は101兆5986億元で、前年比成長率は、物価変動の影響を除いた実質で2.3％に達した(※)。四半期ごとの成長率は、1～3月の第1四半期こそ6.8％減だったが、第2四半期が3.2％増、第3四半期が4.9％増、第4四半期が6.5％増だった。産業別の増加値(付加価値額)は1次産業が3％増の7兆7754億元、2次産業が2.6％増の38兆4255億元、3次産業が2.1％増の55兆3977億元である。
　また、中国紙と提携している仏AFPの報道によれば、2020年の中国の食糧収穫高は、6年連続6500億キロ以上を維持して世界首位。製造業の付加価値も11年連続して世界一の見込み。高速鉄道の営業距離は3万8000キロ、高速道路の総延長も15万5000キロとなり、5Gの接続端末数も2億を上回って、いずれも世界一。そして、2020年の11月15日には、8年間の交渉を経たRCEP(東アジア地域包括的経済連携)が15カ国(ASEAN10カ国と、中国、韓国、豪州、ニュージーランド、日本)の署名で発足、人口、経済総量、貿易量いずれも世界の約三割を占める巨大自由貿易圏が始動。貨物輸出入の総額が前年比で1.9％増を記録している。世界中がコロナ対策に振り回されている中でだ。
　現在WHOの調査団が中国入りしているが、武漢に端を発した世界への新型コロナウイルスの漏洩は、一帯一路や国際観光ルートと奇妙に一致しており、未必の故意、またはグローバルな経済戦略作戦として利用された可能性がある。一年遅れの現地調査も必要かも知れないが、最も必要なのは初期の伝播ルートの検証だ。そして、電源や水源地のみならず、著名ツーリズムサイトの観光コンテンツ、ホテル、飲食店へのチャイナマネーの進出も注意すべきである。それらから得られる収益は、第一次所得として本国へと還流するに違いない。

In addition, according to France's AFP, which is affiliated with the Chinese newspaper, China's food yield in 2020 will be the highest in the world, maintaining more than 650 billion kg for six consecutive years. 　日本政府は2日、新型コロナウイルス特別措置法に基づく緊急事態宣言の延長により、8日以降も「Go To トラベル」全国一時停止の継続を決定した。コロナウイルスで亡くなることは、日本では殆どないにもかかわらずだ。宣言の延長は、東京、神奈川、埼玉、千葉、大阪、京都、兵庫、愛知、岐阜、福岡の10都道府県で、栃木は対象から除外。緊急事態宣言の延長期間は3月7日までとされ、状況が改善された県はそれまでに解除。「Go To」再開については、制度設計見直し中とのことである。

【2020年12月の国際収支】December's Balance of payments 2020

　2月8日、財務省が12月の国際収支を発表した。経常収支は1兆1656億円の黒字である。
　貿易収支は9651億円の黒字で、旅行収支も287億円の黒字だ。先月号に掲載した12月のインバウンドは5万8700人(速報値)で、アウトバウンドは3万3000人(速報値)。受取が531億円で支払が244億円なので、一人あたりの単価はインバウンドが90万4599円、アウトバウンドは73万9393円となる。
　航空旅客は7億円の黒字で、海上旅客は2億円の赤字。その他サービスも3215億円の赤字で、サービス収支全体では3435億円の赤字である。

Air passenger was surplus 700 million JPY. sea passenger was deficit 200 million JPY. also other services was deficit 321.5 billion JPY, and the total of the service balances was deficit 343.5 billion JPY.

　2020年通年の国際収支は、前年比13.8％減の17兆6,976億円の黒字となった。万年赤字を抱えるその他のサービスのみならず、コロナウイルスパンデミックによる旅行収支の大幅減少も全体的な黒字を狭めた。（その他サービスの詳しい内容については、No.133の【サービス収支の中の"その他サービス"について】をご覧ください。）

　47都道府県で確認された感染者数は40万9861人で、死者数は6640人。検査件数減少で分母が減ったので、死亡率が1.62％へと増えた。

　新型コロナ対応費用は548億円で、このうち病床や宿泊療養施設の確保などに301億円。今年9月に予定されている「三重国体」の開催費用は87億円で、国体や島嶼サミットなどの大規模イベントにおける三重県警のテロ等対策費として2億円あまりを計上している。また、観光、教育、農業、林業、水産などの分野にも及ぶデジタルトランスフォーメーション(DX)推進支援事業に37億円。官民ファンドの地域経済活性化支援機構REVICや地銀と連携した実証実験の事業費として1500万円を盛り込んでいる。

【再び大宇陀へ】Into Ohuda again

　2月14日、3週間をおいて再び大宇陀を訪ね、今回は天益寺の住職と、伊勢街道連絡協議会の会長と再会した。住職からは健康と治癒の秘伝を授かり、会長からは街道史を教わり、若い人たちの手で再建途上にあるシアター内部を見せてもらった。この建築物は100年も前の芝居小屋「喜楽座」が前身だ。近所の古書店の、性善説に基づく無人販売も素晴らしいアイデアである。
　しかし隣県であるにもかかわらず、このような話題は三重には殆ど届かない。三重県は中部、奈良県は関西と、属する経済圏が異なるからである。この街は、「松山街道」を南下すると「南路伊勢街道」を経由して「熊野街道」に至る。東に向かって高見を越えると「和歌山街道」、北に向かって萩原を経由すると「伊勢本街道」に通じる交通の要だった。これらの道は参拝行動だけでなく、伊勢や熊野からは魚や塩、宇陀松山からは宇陀紙、葛、油、薬の輸送にも重要な役割を果していたのである。

　47都道府県で確認された感染者数は42万4590人で、死者数は7389人。更に分母が減ったので、死亡率は1.74％へとまた増えた。しかし、世界平均2.3を越えることはないだろう。根本的矛盾に直面するからである。
　ちなみに、厚生労働省のHPによると、PCR検査件数の一年間の推移は以下のとおり。これを見ると、「Go To トラベル」急停止の原因となった感染者の増加は検査件数の急増によるものであることが分かり、今は逆に減らしていることも分かる。東京都は１月22日、保健所の負担軽減を理由に検査縮小を通知したのだ。

　47都道府県で確認された感染者数は43万3116人で、死者数は7889人。死亡率は1.82％へと更に増えた。ちなみに、Go To の中止は検査件数の増加によるものであり、緊急事態宣言解除は検査件数の減少によるものである。

【日本では多くの旅行会社が倒産を免れている】Many travel agencies are spared bankruptcy in Japan

　帝国データバンクによると、2020年1～11月の日本国内の旅行会社の倒産件数は24件。一方、ホテルや旅館の倒産件数は111件にものぼる。飲食店の倒産件数は過去最高の736件だ。これが「Go To トラベル」の実態であり真意である。

　三重県伊勢市の伊勢神宮は４日、正月三が日の参拝者数が計約17万人で、昨年同時期の約56万人に比べて約七割減ったと発表した。新型コロナウイルス感染拡大を受け、初詣を控えた人が多かったようである。神宮司庁の調べによると、元日の参拝者数は約6万6千人で、昨年の約四分の一にとどまった。1日は6万5535人（内宮4万3095人＋外宮2万2440人）、2日は5万9076人（内宮4万2141人＋外宮1万6935人）、3日は4万5914人（内宮3万1357人＋外宮1万4557人）で、合計17万525人（内宮11万6593人＋外宮5万3932人）である。

【異常な高額受領】The unusually high receipts

　以下は1月6日にお配りした旅行収支の受取(単位は億円)と、インバウンドの到着数(人)、そして、そこから算出した一人当たりの単価(円)である。ソースは、私が毎月記録している財務省とJNTOのレポートだ(9月と10月はJNTOの推計値)。お話ししたとおり、2020年の4月から夏季にかけ、異常に高額な受取が見て取れる。なんと、一人あたりの単価が千万単位に激増だ。理由は明らかではないが、ハンドキャリーだとみて間違いない。日銀によると旅行収支とは、観光・業務旅行、留学、治療を目的とした渡航時の現地での消費額だ。もしこれが五輪の前受金だとすれば、嫌でも開催せざるを得ない要因の一つだと言える。
　ちなみに「Go To トラベル」は、五輪が開催される予定だった7月末に始まった。前述の如く、これは旅行業界の救済策である。が、この4月から8月にかけてのJTBグループ10社の外国人旅行取扱額は、計算してみたところ、22億4534万2千円にすぎない。

(Sep. and Oct. are estimates by JNTO) As you can see, we can see the unusually high receipts from April to summer season of 2020. as a result, the unit price per person has increased dramatically to 10 million units. the reason is not clear, but it's definitely the hand carry. according to the BOJ, the travel balance is local consumption when traveling for sightseeing / business trips, study abroad, and medical treatment. If this is an advance payment for the Olympics, it can be said to be one of the reasons why we have to hold it even if we don't like it.
Incidentally, "Go To Travel" started on July, when the Olympic Games were supposed to be held. As mentioned earlier, this is a remedy for the travel agencies. But, the amount of foreigner travel handled by the 10 JTB Group companies from April to August is only 2,245,342,000 JPY when calculated.

　47都道府県で確認された感染者数は28万9463人、死者数は4080人で、死亡率は1.41％に減少。
　日本の死者が少ない理由については諸説あり、これらはファクターXと呼ばれ、BCG接種は有力な説である。また、日本人は緑茶を常飲しているとの指摘もある。奈良県立医大の微生物感染症学の教授によると、30分でコロナウイルスをほぼ不活化するお茶があるそうだ。

　教授は「感染力を失わせる能力が高いお茶と、そうではないお茶があった」と説明すると、不活化する仕組みは不明だが、お茶に含まれるカテキンが関与する可能性を指摘している。
