　9月11日、中国出身のウイルス学者の閻麗夢博士が、英国の民放ＩＴＶのトークショー"Loose WOMEN"のビデオインタビューに出演、コビッド-19が武漢の実験室で作られたという科学的証拠を、中国疾病預防控制中心(ＣＤＣ)と現地の医者から得たと暴露した。

　閻博士ら三人のチームが出した論文の題名は、「自然な進化というより実験室で精巧に操作されたということを示すSARS-CoV-2の非凡な特徴と、まず確実な合成方法の叙述」。
　この論文が遺伝子分析の結果に基づいて主張しているコアコンテンツはニつ、まず、コロナウイルスは天然に存在するウイルスとは一致しない生物学的特性を示すこと、 また、コウモリコロナウイルスに基づいて6ヶ月以内に人工的に生産できることである。閻博士はこの主張に対し、三つの科学的根拠を示した。

一、SARS-CoV-2 の遺伝子塩基配列が中国重慶市第三軍医大学の軍事研究所と中国南京市南京司令部の医学研究所で発見されたコウモリコロナウイルス(ZC45、ZXC211)と酷似している。

ニ、SARS-CoV-2 のスパイクタンパク質で人体細胞の受容体と結合する役割をする部位であるRBMが、2003年に流行したSARSウイルスと似ていた。また、このRBMが遺伝的に操作されたという証拠が遺伝子に現れた。スパイクタンパク質とはウイルス表面に突起状に飛び出してきたタンパク質で、コロナウイルスはこのスパイクタンパク質を通じて人体細胞の受容体と結合する。

三、SARS-CoV-2 のスパイクタンパク質にはフーリン分離部位というウイルス感染力を高める部位があるが、この部位は自然に現れる同じ系統のコロナウイルスでは全く見あたらない。この分離部位の特異な塩基配列は、この部位が単純に動物間での伝達や再調合を通じた自然な進化の結果ではないという事を示す。新型コロナウイルスに人為的に挿入された可能性が高い。

　論文にはコウモリウイルスと新型コロナウイルスの遺伝子比較分析結果も掲載されている。閻博士チームは三つの科学的根拠に基づいて五段階にわけて新型コロナウイルスを人為的に作る方法を提示した。各段階は少ないもので15日、長いものでは3カ月ほどを要し、6カ月でウイルスを作ることができると主張している。

　ところが、この論文に疑問を呈するオーソリティーもいる。欧米メディアや公的機関さえもである。検証実験もせずにだ。確かに、軍事上あるいは外交上の危険性は大きい。検証にはBSL4 (バイオ・セーフティ・レベル4) の施設も必要だ。また、各国にはチャイナマネーをあてにしているステークホルダーも少なからずいる。しかし、これだけ世界に大きな損害を与えた事件である※。とりわけ国際ツーリズムは壊滅的なダメージだ。次に備えるべく、世界の研究所は検証して然るべきではないか。そして、チャイナマネーは償いとして受け取ればいいのではないだろうか。

The title of the dissertation published by the team of three doctors is "Unusual Features of the SARS-CoV-2 Genome Suggesting Sophisticated Laboratory Modification Rather Than Natural Evolution and Delineation of Its Probable Synthetic Route".
There are two main types of core content that the paper claims based on the results of gene analysis. First, coronaviruses exhibit biological properties that are inconsistent with naturally occurring viruses. It also means that it can be artificially produced within 6 months based on the bat coronavirus. Dr. Yan provided three scientific grounds for this claim.

1, SARS-CoV-2 gene base sequence is suspiciously similar to the bat coronavirus (ZC45, ZXC211) found at the Military Research Institute of the Third Military Medical University in Chongqing, China and the Medical Research Institute of Nanjing Command, Nanjing, China.

2, The RBM which is SARS-CoV-2 spike protein that binds to receptors on human cells, was similar to the SARS virus that prevailed in 2003. There was also evidence in the gene that this RBM was genetically engineered. spike proteins are proteins that project out onto the surface of the virus, and coronavirus binds to receptors in human cells through these spike proteins.

3, SARS-CoV-2 spike protein has a furin isolation site that enhances virus infectivity. However, this site cannot be found at all in the naturally occurring coronaviruses of the same strain. The unique base sequence of this separation site indicates that this site is not simply the result of natural evolution through inter-animal transmission and re-formulation. It is highly possible that it was artificially inserted into the novel coronavirus.

The paper also contains the results of a comparative analysis of genes between bat virus and SARS-CoV-2. Dr. Yan‘s team presented a method for artificially creating SARS-CoV-2 in five stages based on three scientific grounds. Each stage takes 15 days at the least and 3 months at the longest, and claims that he can make the virus in six months.

　7月31日夕方のTBSによると、新型コロナウイルスのワクチンについて、日本政府はアメリカの製薬大手との間で6000万人分を日本向けに供給することで基本合意した。
　日本政府が合意に達したのはファイザーだ。関係者によると、ワクチンが完成して来年3月までに承認された場合、2021年6月末までに6000万人分が日本に向けて供給される。東京五輪に間に合わせるためにだ。

　8月1日のNHKによると、ヨーロッパ委員会はフランスのサノフィがワクチン開発に成功した場合、ＥＵが27の加盟国を代表して3億回分の供給を受けることで合意した。これにより、ＥＵの加盟各国は必要に応じてワクチンを購入できる。

　貿易収支は773億円の赤字である。一方、旅行収支は219億円の黒字だ。6月のインバウンドは2600人(速報値)で受取は436億円、アウトバウンドは1万700人(速報値)で支払は217億円で、一人あたりの単価は、インバウンドが1676万9230円、アウトバウンドは202万8037円だ。インバウンド・レシート(収入)がここ数ヵ月間異常に高額だが、これは旅行業界への五輪の前受金だろうか？(根拠は前月号参照)
　航空旅客は19億円の黒字である。アウトバウンド(海外渡航)がインバウンドを上回っているからだ。海上旅客は2億円の赤字のままである。
　ちなみに、その他サービスは1394億円の赤字で、サービス収支全体では1577億円の赤字だ。

〖令和二年上半期〗First half of 2020

【旅行業界はローリスク、観光業界はハイリスク】Travel industry is low risk, tourism industry is high risk

　観光庁は8月6-7日、各地方運輸局などを24道府県計54の宿泊施設に派遣して「GoToトラベル」感染防止対策を調査。54施設のうち、12施設に一部指導を行った。

　私はこれに強い憤りを感じる。地域振興と感染懸念とのサンドイッチで常にリスクに晒され、それでも頑張っている観光業界に対し、最も感染リスクの少ない手数料商売の旅行業界は高見の見物である。日本のメディアは黙っているが、そもそも「GoToトラベル」は旅行運輸業界の為のものであって、観光業界の為のものではなかった。企画当初はホテルや旅館の直接予約は認めず、旅行会社経由のみのつもりだった。だが全旅連(全国旅館ホテル生活衛生同業組合連合会)青年部がそれを覆した。この調査は、その意趣返しなのだろうか？
　現在、「GoToトラベル」参加のホテルや旅館は全体の約四割、1万6000件にとどまっている。

【中国資本による買収】Acquisition by Chinese capital

　8月17日のプレジデントによると、最近、歌舞伎町の優良店舗を中国人が買い漁っているという。
　少し前、5月11日のNHKによれば、安倍総理は衆議院予算委員会の集中審議で、経済の弱体化に伴って日本の企業や土地が外国資本などに買収されるのを防ぐとし、経済の安全保障の観点から対策を戦略的に講じていくとの考えを示していた。コロナ禍で日本経済が悪化すると、企業や土地に割安感が出て中国などが買収する可能性があり、防御策をとる必要があるからだ。
　韓国、シンガポール、オーストラリア等では、外国人の土地購入には既に厳しい制約をかけており、米国では、包括通商法によって大統領が国の安全保障を脅かすと判断した場合、事後であっても土地取引を無効にできる権限を持つ。
　総理は「わが国の経済構造を安全保障の観点から俯瞰し、そのぜい弱性に対処するとともに、強じん化に戦略的に取り組んでいかなければならない。対内直接投資を一層促進しつつ、国の安全を損なうおそれがある投資に適切に対応する観点から、昨年改正した外為法を適正に運用するなど、投資に対してはしっかりと目を光らせていきたい」と述べた。
　中国が狙っている不動産は水源地、森林、ゴルフ場、観光施設、メガソーラーなどがあり、いま最も顕著なのが北海道である。
　2010年にはニセコの山田温泉ホテルが7億円で中国資本に買収、2015年には占冠村の1000ヘクタール(東京ドーム213個分)を超える総合リゾート施設『星野リゾートトマム』が、中国の商業施設運営会社『上海豫園旅游商城』に約183億円で買収された。上海豫園の大株主は上海の中国民営投資会社『復星集団(フォースングループ)』だ。トマム地域は水資源保全地域に指定されておらず、リゾート施設内にある水源地も一緒に買収されている。
　この復星集団は、トマム買収以前にも隣のリゾート地『サホロリゾートエリア』(新得町)で、宿泊施設を所有するフランスのリゾート施設運営会社『クラブメッド』を買収。サホロリゾートも実質は中国資本の傘下にある。
　ところで、2015年のNo.95-96に記録したが、星野リゾートは同年、日本政策投資銀行との折半合弁会社として20億円に上る投資ファンドを設立、トマムなどを運営している。日本政策投資銀行とは、株式会社日本政策投資銀行法に基づいて2008年に設立された、財務省管轄の日本の政策金融機関の特殊会社だ。いわば手綱である。とはいえ、中国化が進捗し、居るのも来るのも殆どが中国人の状態になると、その場がチャイナタウン化するのも時間の問題だといわれている。
　土地絡みだと、メガソーラーも懸念材料だ。
　上海電力日本株式会社は上海電力股份有限公司が日本で設立した100%子会社で、太陽光・太陽熱、風力、水力等の発電事業への投資、開発、建設、運営、メンテナンス、管理、電気の供給及び販売に関する事業を展開している。基本スタンスとしては日本企業との共同で事業を進め、その地域の人々との共生を重視するとし、既に大阪南港と兵庫県三田市、そしてつくばでメガソーラー施設を建設・稼働させている。それに伴い取得した土地は、大阪約5ヘクタール、兵庫約11ヘクタールである。
　大阪市南港咲洲メガソーラー発電所の定格出力は 2.4MW(ﾒｶﾞﾜｯﾄ)。日本伸和工業との共同投資プロジェクトで、 2014年5月16日に稼動。兵庫三田プロジェクトの定格出力は5.05MW。ロケーションは沢谷字南山にある山林野原で、2016年2月8日に稼動だ。
　そして、SJソーラーつくば発電所の定格出力は35MWで、2017年4月1日に稼働した。約3万枚の太陽光パネルが設置されたこの発電所の投資額は130億円超。東電と2015年4月に売買契約を結び、売電価格は2013年度申請時の36円／kWhで、年間販売額約10億円を見込む。また、全国最大規模のソーラーシェアリング事業として、ソーラーパネルは農地の上に設置、地元の農業生産法人による農作物栽培を同時に行なっている。約50ヘクタールの用地は、200人近くの地権者から20年間借り受ける契約で、賃貸料は1000平方メートル当たり年間約10万円。SJ社が9割超、農業生産法人が1割弱の負担だとされている。
　しかし、太陽光発電は発電効率が悪い上に買い取り価格も年々下がっており、事業の旨みが少なくなってきている。日本企業は参入を渋り始めたところだ。日本国内四つ目の事業とされる那須烏山プロジェクトも足踏み状態にある。
　それでも中国系企業が怯まない背景には、太陽光発電を名目とした土地取得というCCPの目的がある。20年間の借り受け契約満了後に上海電力は、土地の買い取りを地権者に打診するのではないかと懸念されている。

Shanghai Yuyuan's major shareholder is the Investment Company of Shanghai China, "Fosun Group". The Tomamu area is not designated as a water resource conservation area, and the water source in the resort facility was also acquired.

　47都道府県で確認された感染者数5万8169人に対し、死者数は1133人で、死亡率が1.95％となった。どちらかと言えば、コロナよりも熱中症のほうが死亡リスクが高いようである(2019年の死者数は1581人)。

【Go To トラベルの真の動機】The true motive of Go To Travel

　ところでこの日(18日)、国会内で開かれた野党会合で観光庁は、陽性者がホテルや旅館を利用していたケースが17日の時点で6件あったと報告した。これは「Go To トラベル」が始まった7月22日以降の申告件数を集計したもので、観光庁の担当者は「宿泊施設等に起因して感染者やクラスターが発生しているとの報告は受けていない」としている。
　三重県の場合、予約満館日の消毒休館がなかったのが何よりだった。が、冷や汗ものだった事も確かである。このわだかまりは、お盆休暇の観光庁や旅行業者には理解し難いものだろう。
　観光庁発表の日本の「主要旅行業者の総取扱額」によると、今年1月から6月までの取扱額は、海外旅行(アウトバウンド)が2311億0194万1000円、外国人旅行(インバウンド)が270億9386万7000円、国内旅行が4808億5548万1000円で、合計が7390億5128万9000円となった。計算してみると、これは前年同期の合計2兆2335億0896万5000円の実に33%程度に過ぎない。どうやらこれが「Go To トラベル」の真の動機のようである。850億とも言われる五輪の前受金を抱えたままで左前では非常に困るのだ。

　千葉県によると、この旅館で症状が出始めたのは16日で、22日から9月末まで休業となる。8月14～21日の宿泊客は県内外の延べ360人前後あり、各居住地の保健所を通じて健康状態の確認を進めるとの事である。
　この日(25日)、国土交通大臣は、旅行会社が割引価格で旅行商品の販売を始めた先月27日から今月20日までの間に、延べ420万人分の利用があったと述べた。旅行業者はノーリスクである。

　志摩市では、8月8日～16日までの9日間で市内主要観光名所6カ所の入込み客数は合計1万3876人(対前年同期比35.8％減)。一泊当たり百人以上が収容できる宿泊施設8カ所での入込み客数は合計1万2090人(42.0％減)となった。
　鳥羽市では、8月10日～18日までの9日間の市内主要観光施設9カ所の入込み客数は合計6万1124人(対前年同期比36・8％減)。市内宿泊施設148軒のうち、回答のあった37軒での入込み客数の推計は合計5万1037人(同29・2％減)。主要公共交通機関の降車人数が1万1910人(同64・3％減)だったので、自家用車の利用が目立つとしている。

　日本政府内には新型コロナウイルスの感染症法上の位置付けを２類相当からインフルエンザ相当の５類への引き下げを容認する考えが出ているが、8月26日の共同通信によると、厚生労働省は見直しを検討することを決めた。
　現在、新型コロナウイルスは「指定感染症」となっており、危険度が５段階で２番目に高い「２類相当」で、国費による入院勧告ができる。だが、感染者数の増加に伴って医療機関の負担が重くなっている。
　想定されるのは、圧倒的多数を占める無症状や軽症の人は宿泊施設や自宅での療養とし、入院は高齢者や重症化リスクが高い人に絞ることなどである。引き下げ時期は未定だ。WHOが難色を示す可能性もある。

　動物保健専門家と伝染病学者による先発隊の調査の焦点は、「新型コロナウイルスが動物から人間にどのように感染していったのか、どんな種が関与したのかの確認」だった。しかし、ＷＨＯは「調査チームは武漢のウイルス専門家らと（画像通話など）リモートで対話をした」とし、武漢に行っていない事実を間接的に認めると、当初から武漢を訪問する意図があったかに関しては言及を避けた。
　この調査は、国際社会の圧力に強く押されたＷＨＯ加盟国が、5月のＷＨＯ総会で新型コロナウイルス起源調査を要求したものだった。だが、中国政府はＷＨＯ調査チームの北京到着の事実を、メディアで報道さえしていなかった(日本のメディアもだ)。
　オーストラリア下院の議員は「国際社会がコロナ問題に対するＷＨＯの初期対応の厳格さと独立性に対し深刻な懸念を持つのは当然だ。ＷＨＯのこうした行動は、中国を不快にさせないようにしているように見える」と述べると、今回の調査チームが武漢を訪問しなかったことに対し、「世界の公衆保健の責任を負っているＷＨＯを不信に思わせるまた別の事件になるだろう。加盟国の政治的考慮を世界公衆保健利益より優先視する行為で、われわれはそれに対する途轍もないコストを負担している」とした。

It is an act that prioritizes the political considerations of member states over the interests of the world's public health. and we bear tremendous costs for it" said.

　47都道府県で確認された感染者数が6万6815人で、死者数が1255人。死亡率は1.88％にまで下がった。この日、安部首相の退陣表明があったが、その中で、死亡率が1%台である事、それゆえのカテゴリー(2類)の見直し、そして、病院が儲からない事も(冒頭で)明らかになった。
