いま観光庁では、観光地再生を目的とした地域の公募を実施、公募した地域には観光地再生の専門家を派遣して、観光地再生に向けた計画作りを進めている。5月30日には53の地域計画を採択、発表した。今後これらの地域では、地域計画に基づいて、宿泊施設のリニューアル等が進められる。これによりハードウェアのいくつかの問題は改善されることになるだろう。残された問題は、この事がターゲットに届くかどうかだ。

【2023年4月の国際収支】Balance of Payments for April 2023
6月8日、財務省は今年4月の国際収支を発表した。経常収支は例年の月次パターン通りの下降傾向で、1兆8951億円の黒字である。
貿易収支は1131億円の赤字。旅行収支は受取3769億円と支払828億円で2941億円の黒字。この月の訪日外客数と出国日本人数は、前者が194万9100人、後者が56万0200人なので、単価はインバウンドが19万3371円、アウトバウンドが14万7804円となる。
航空旅客は黒字の91億円、海上旅客は赤字の11億円。また、その他サービスも8909億円の赤字で、サービス収支全体では6465億円の赤字である。

The trade balance is a deficit of 113.1 billion JPY. The travel balance is a surplus of 294.1 billion JPY, consisting of 376.9 billion JPY in credit and 82.8 billion JPY in debit. This month's Visitor Arrivals and Japanese Overseas Travelers are 1,949,100 persons for the former and 560,200 persons for the latter, so the unit price is 193,371 JPY for the inbound and 147,804 JPY for the outbound.
The air passenger is a surplus of 9.1 billion JPY. the sea passenger is a deficit of 1.1 billion JPY. In addition, also the other services have a deficit of 890.9 billion JPY, and the overall service balance is a deficit of 646.5 billion JPY.

ジャパンレールパスを利用してJR奈良駅から次々降り立つ外国人ツーリストは、三条通りを経て奈良公園あるいは春日大社を目指す。餅屋の人だかりにも邦人観光客の姿はなく、よもぎ餅を路傍に腰掛け頬張るのもブロンドの若い娘である。奈良公園においては鹿のあたま数より外国人のほうが多い。国籍も多様だ。法隆寺に停車している観光バスもインバウンド用である。
さすがにコロナ禍においては二の足を踏んだが、もう国連世界観光機関／アジア太平洋観光交流センターに出入りして10年たつ。午後から会議ということで、今回は久しく午前中の訪問となった。
開口一番、私は旧知の国際部プロジェクトコーディネーターに、三重県もガストロノミー・ツーリズムに取り組む事が決まり、その業務委託先がリクルートに決まった事、先の国際シンポジウムで紹介された鳥羽市も観光庁の高付加価値化事業の採択を受け、マリテームの改装プランも認められた旨お伝えした。これにより前知事時代に大きく後退した地産地消「地もの一番」や、停滞していたインターナショナル・ツーリズムが息を吹き返せば幸いである。残された課題は、インターナショナル・プロモーションをどうするか。三重県当局によると、この業務委託については応募がなかった。また、日本政府は5月の末に「新時代のインバウンド拡大アクションプラン」を制定したが、ツーリズムの概念の普及も課題だ。国連世界観光機関の観光統計に関する勧告1993によると、「ツーリズム」とは「レジャー、ビジネス、その他の目的で、連続して１年を超えない期間、通常の生活環境から離れた場所を旅行したり、そこで滞在したりする人の活動」とされている。日本語の「観光」の概念よりも対象が広いのである。
ところで、知事交代といえば今年の奈良がそうである。ところが、今度の知事は前任者ほどツーリズムには明るくはないようだ。
今年４月に就任した奈良県の新知事は、費用対効果などを検討した結果として、今年度の予算のうち29の公共事業について、全部または一部の執行取りやめを発表。平城宮跡を横切る近鉄奈良線の移設については実施せずに大和西大寺駅の高架化のみを行う方向で検討するとしている。
予算の全部執行中止は、アンカールート国道168号の整備、奈良県国民スポーツ大会・全国障害者スポーツ大会開催に向けての検討、農地マネジメントの推進・特定農業振興ゾーンの整備、みつえ高原牧場の整備、文化観光推進・歴史体験、なら記紀・万葉プロジェクトの継続展開、など。
予算の一部執行中止は、奈良県コンベンションセンターを利用した観光振興、平城宮跡歴史公園の整備、自転車の周遊環境整備と安全利用、大規模広域防災拠点の整備、大和西大寺駅の高架化・近鉄奈良線の移設、リニア中央新幹線「奈良市附近駅」の早期確定と関西国際空港接続線、西和医療センターの移転・再整備の検討、まほろば健康パークの機能強化、奈良県立工科大学の設置推進、奈良県立大学の教育充実、中央卸売市場の再整備、なら食と農の魅力創造国際大学の教育充実と周辺の整備、大和平野中央田園都市構想の推進など。
予定どおりの執行は、御所IC工業団地整備事業、フランス・パリでの県産品PR事業、奈良公園バスターミナルでの情報発信・賑わい創出イベントの実施、文化会館リニューアル事業、奈良県総合医療センター跡地のまちづくりのみであり、執行停止で得た財源は、教育や子育て支援、医療福祉などに充てるという。
私は「平城京遷都1300年記念事業」の空港や港湾におけるプロモーションを任せてもらって此の方、国際的視野をもって歴史文化ツーリズムを推進する奈良県には長いこと私淑してきた。今後は捻れ県議会が懸念されるばかりである。
なお、長らく休刊していた「インターナショナル・ツーリズムハイライト2021と2022」が、この秋、マドリードから発行される。これにより、コロナ禍のおかげで中国の旅行収支が年間軍事予算に匹敵する程の大赤字を免れた事や、北朝鮮の旅行収支も数字で把握することができる。そういえば、国連世界観光機関の特別顧問は国際戦略研究所の理事長であり、元北朝鮮担当官でもあった。8月には賛助会員に向けた特別顧問のセミナーが開催される。「陸と海のシルクロード」をテーマにしていた頃と比べると隔世の感ひとしおである。
