今年最初の国連世界観光機関駐日事務所の訪問は、国道166号線上の高見峠が凍結していたため、一般道から関（ドライブインとIC）に入って名阪国道で向かった。山頂や山あいの集落にはまだ冠雪が光り、路傍のソーラーパネル群も雪を被って無用の長物と化している。しかし、車線はほとんど乾いており、走行に支障をきたすことはなかった（実はスタッドレス4本に加え、2009年の大雪のときに買ったシャベルも積んできた）。気候も比較的穏やかで、奈良公園の人出も鹿出もまずまずだ。この日のニュースによると、奈良公園の鹿は他の地域とは異なる独自のDNAを持っている。神鹿として保護されてきた結果として、1400年も独自性を保ってきたそうである。まるで天然記念物だ。
今回の同行者は、本居宣長記念館名誉館長とNPO松阪文化舎館長である。天理IC手前で、片側一車線の草刈り渋滞にはまってしまい、到着がアポイントメントの30分前になってしまったので、私たちは中食を後まわしにし、旧国鉄奈良駅舎を改装した「奈良市総合観光案内所」に立ち寄り最新情報を得ると、シルキア奈良へと向かった。
国連世界観光機関では、プロジェクトコーディネーターから、新たに赴任した国際部の次長さんが紹介された。出身は観光当局とのことで、鳥羽の海島遊民クラブをご存知だった。そこで私は紀伊半島文化観光圏形成の障害となっている関西経済圏と中部経済圏との情報バリアーや、日本版DMOの限界を指摘。以前、国連世界観光機関が提唱していた「山のシルクロード・海のシルクロード」による古代大陸文化の終着点は奈良市にとどまらず、更に松阪・宝塚古墳の巨大な舟形埴輪にまで達していることにも触れ、また民間の立場として、現在取り組んでいるホテル・マリテームの改装私案を一部紹介した。目的は三重県と鳥羽市のインターナショナルツーリズム・ディスティネーション。それには日本的なレストランも必要だし、いちべ神社のパブリック化やMICEも必須である。コロナ禍が終われば、中・遠距離邦人観光客は海外へと流出する。修学旅行も、政府は「若いうちに国際感覚を」と海外への流出も厭わない。国内市場が減った分を取り返すには、市場を海外に求めるしかないからだ。
加えて、セントレアの北米路線消滅についても触れた。デルタ航空が今年３月から無期限で運航を休止すると発表したのだ。運航休止は、中部国際空港とアメリカ・ミシガン州のデトロイトを結ぶ路線。これは2009年のエールフランスのパリ直行便撤退以来の衝撃である。デルタ航空によると、デトロイト線は新型コロナの影響で2020年３月に運休し、2021年４月に週１往復での運航を再開、2022年10月からは週３往復にまで増やしたが、自動車関連企業の出張などの需要が回復しないため、運休を決めたという。もともとデトロイト便は、観光客よりもトヨタを含む自動車関係者の需要が高かった。これにより、セントレアへのフライトを運航している米国の航空会社は、グアム便のユナイテッド航空のみとなる。セントレアの更なる中国寄りが懸念される。
最後に、次長さんから観光庁主催の国際観光シンポジウムのお誘いを受けたことを付記する。テーマはグリーンツーリズム。環境面に配慮した先進事例が聞けるそうである。会場は品川プリンスホテルで、日取りは今月10日。連休休前日だ。
国連世界観光機関のオフィスを後にして、遅い中食をとると、奈良市観光協会にご挨拶。シルキア奈良を背に三条通りを春日大社方面へと進むと、次長さんの指摘どおり、中国人観光客がいないぶん非アジア系観光客の姿が目立つ。おもち屋さんも青い目のお客さんで繁盛している。
帰路は天理のピーナッツ屋さんにも立ち寄った。遠来の顧客もよく来る人気の店である。ただし、加工工場直営のアンテナショップなので、観光コンテンツだとはみなされてはいない。でも、私はこれも立派なツーリズムのコンテンツだと思う。人を他県から惹きつける力があるからだ。

【2022年12月の国際収支】Balance of Payments for December 2022
2月8日、財務省は12月の国際収支を発表した。経常収支は334億円のぎりで黒字である。貿易収支は1兆2256億円の大赤字で、旅行収支は受取2334億円と支払737億円で1597億円の黒字だ。この月の訪日外客数と出国日本人数は、前者が137万人、後者が43万2100人なので、単価はインバウンドが17万0365円、アウトバウンドが17万0562円となる。
航空旅客は黒字の141億円、海上旅客は赤字の3億円。また、その他サービスも4442億円の赤字で、サービス収支全体では3547億円の赤字である。
